Judge Horace A. Whopper is an obese judge. As a presiding judge, he handles multiple cases, but considering the lawsuit he proceeded was a mass food-poisoning from Mr. Krabs' "Spongy Patties", it can be guessed that he is of higher rank in the Bikini Bottom judicial circuit. He works at the Court House.
[edit] Characteristics
On first assumption, it is easily recognized that Horace is overweight, as well as exemplifying a bright green color. He wears a black robe, as standard in any judicial municipality, but also sports a powdered wig baring a strong resemblance to the hairpiece that SpongeBob was wearing in the episode Wigstruck. He uses a SpongeBob Gavel.
