Judge Horace A. Whopper is an obese judge. As a presiding judge, he handles multiple cases, but considering the lawsuit he proceeded was a mass food-poisoning from Mr. Krabs' "Spongy Patties", it can be guessed that he is of higher rank in the Bikini Bottom judicial circuit. He works at the Court House.
Characteristics
On first assumption, it is easily recognized that Horace is overweight, as well as exemplifying a bright green color. He wears a black robe, as standard in any judicial municipality, but also sports a powdered wig baring a strong resemblance to the hairpiece that SpongeBob was wearing in the episode Wigstruck.
