All SpongeBob wanted was to spend a little quality time with his friends; but when he ends up being nothing but a nuisance, he decides it is time to pack up and leave Bikini Bottom forever. On his way, SpongeBob takes a nasty fall and bumps his head hard. When he wakes up, he finds himself in a strange new city and has amnesia. When he discovers that bubble-blowing has been outlawed by a gang of thugs in town, he uses his bubble-blowing skills to run the thugs out of New Kelp City for good and ends up being elected Mayor! Meanwhile, SpongeBob's Bikini Bottom friends are desperate to find their friend and bring him home but will he want to leave his newfound fame behind? But Sandy hatches an idea! Spongebob has amnesia from taking a nasty fall, so if they bonk him on the head, he will be back to normal. Now all the New Kelp City citizens have amnesia.

- Who Bob What Pants? is based on the SpongeBob book For the Love of Bubbles.
- This is the third SpongeBob SquarePants movie and the second TV movie.
- Who Bob What Pants? is possibly a parody of a Jackie Chan movie called "Who Am I" because the main character in the movie like SpongeBob has a nasty fall and forgets who he is.
