CheeseHead BrownPants is the name of SpongeBob the people in New Kelp City called him when they met him. CheeseHead is the mayor of the City and only had one appearance, in the episode What Ever Happened to SpongeBob?. He couldn't remember anything and anyone in Bikini Bottom when he returned.
