Billy Fishkins is a blue Anchovy that goes to Pearl's high school. In Whale of a Birthday, he has black hair and wears a tuxedo. Pearl and her friends seem to like him. He dates Judy, one of Pearl's friends. He, like Pearl's ex-boyfriend Octavius Rex, only says "Meep". He only appears in 3 episodes: The Chaperone, Whale of a Birthday and Suction Cup Symphony. In all episodes, he looks different. He has interacted with SpongeBob in all episodes.
