The Bikini Bottom Hug Fest just appears in the Episode Ditchin'. On the way to Mrs. Puff's Boating School, SpongeBob has to go through the festival. Sadie Rechid hugs him, but he gets away, rolls down a Hill and lands in the Prehistoric Tar Pit. Sadie, and Harold, were at it.
