Encino is the only above water city in SpongeBob SquarePants (as the show not character). The only known person that lives in Encino is Patchy the Pirate. Though there is alot of traffic during rush hour.

The only known place is Encino other than Patchy the Pirate's house is the park as seen on Atlantis SquarePantis though that was Patchy the Pirate's imagination so no one knows it is real
