The Judge!
Judge Horace A. Whopper is a really fat Judge. He says he is a huge (literally HUGE!!) SpongeBob fan and his prized possession is his SpongeBob Gavel, in which he used in this case.
Looks
Judge Horace is a big green fat fish. He wears a black suit like any old judge and he wears a wig which is quite similar to the wig SpongeBob was wearing in episode Wigstruck.
