Kelp City is a city that Cheesehead was mayor for sometime until he got his memory back. It is only seen in the episode Whobob Whatpants? and seems to be a dump.New Kelp City is obviously a parody of New York City.
Criminals
The famous criminals in New Kelp City are the Bubble Popping Boys. They were soon trapped in a bubble and blown away.
