Hugs is actually the result of a hallucination which was induced by eating rotten "Aged Krabby Patties". The "E", it was revealed, stands for "Eat". In his lone (as of now) appearance, Cuddle E. Hugs was voiced by Jeff Garlin.

Personality
He was initially nice to SpongeBob (being the only person who could see him) and became his "new best friend", which provokes Patrick's jealousy and sends him into a fit of rage at nothing. Cuddle E. Hugs later appears to everyone in the Krusty Krab when SpongeBob sold everyone Aged Patties, causing the same hallucination. Cuddle E.
