Billy Fishkins is a blue anchovie that goes to Pearl's high school. He has black hair and wears a tuxedo. Pearl and her friends seem to like him. He, like Pearl's ex boyfriend Octavius Rex (Long, Tan, & Handsome), only says "Meep". He only appears in 2 episodes: The Chaperone and Whale of a Birthday. In both episodes, he looks different.
